Not every low-vacancy market is truly supply constrained. High rates, expensive materials, or a lending slowdown can delay projects; those are cyclical barriers. When capital returns, entitled land may quickly become competition.
Structural constraints persist across cycles. Mountains, water, protected land, limited sewer capacity, strict zoning, slow entitlements, and scarce infill parcels can restrict construction for years.
Map developable land, approvals, infrastructure capacity, construction starts, and local political history. Compare the full pipeline with existing inventory and test what happens if stalled projects restart.
Structural scarcity can support occupancy and replacement cost, but it does not excuse overpaying. Current cash flow, physical quality, durable demand, and conservative debt still determine whether the property works.
